Only 6 states viable, as Katsina made N8bn but got N136bn federal allocation

The 2019 Annual States Viability Index, ASVI, released on Sunday by Economic Confidential, showed that only six states in the federation are economically viable.

The states include Lagos, Ogun, Rivers, Kwara, Kaduna and Enugu, while also listing the poor and insolvent states to include Katsina, Kebbi, Borno, Bayelsa and Taraba states, based on their poor internally-generated revenue, IGR, which is far below 10% of their receipts from the federation account.

The index proved that without the monthly disbursement from the Federation Account Allocation Committee, FAAC, many states remain unviable, and cannot survive without the federally-collected revenue, mostly from the oil sector.

The IGR are generated by states through Pay-As-You-Earn Tax, PAYE, Direct Assessment, Road Taxes and revenues from Ministries, Departments and Agencies, MDAs.

The IGR of the 36 states of the federation totalled N1.3 trillion in 2019, as compared to N1.1 trillion in 2018, an increase of about N200 billion.

Of the states that are not economically viable, Katsina, the home state of President Muhammadu Buhari, generated the poorest and lowest IGR compared to its federal allocation in 2019.

The report on economically viable states by the Economic Confidential, an intelligence magazine, further indicates that the IGR of Lagos State of N398 billion is higher than that of 20 other states put together, whose IGRs are extremely low, and poor compared to their allocations from the Federation Account.

Meanwhile, the Federal Capital Territory, which is not a state but the nation’s capital, generated N74 billion IGR against N30 billion from the Federation Account in the same period.

Lagos State remained in its number one position in IGR with a total revenue generation of N398 billion compared to FAA of N270 billion, which translates to 147% in the 12 months of 2019.

It is followed by Ogun, which generated IGR of N70.92 billion compared to FAA of N92 billion representing 77%; Rivers with N140 billion compared to FAA of N219 billion, representing 64% and Kwara with a low receipt from the Federation Account, has maintained its impressive IGR by generating N30 billion compared to FAA of N80 billion (38%).

Others with impressive IGR include Kaduna, N44 billion compared to FAA of N129 billion(35%); Enugu, N31 billion compared to FAA of N103 billion(29%); Ondo, N30 billion compared to FAA of N103 billion(29%); Edo, N29 billion compared to FAA of N108 billion(27%); Anambra, N26 billion compared to FAA of N98 billion(27%), while Cross River earned N22 billion IGR against FAA of N99 billion representing 25%.

Still on economically viable states, the 10 states with impressive IGR generated N894 billion in total, while the remaining 26 states merely generated a total of N440 billion in 2019.

Katsina, the home state of President Muhammadu Buhari, generated the poorest and lowest IGR compared to its federal allocation in 2019.

It realised a meagre N8 billion compared to a total of N136 billion ‘free money’ received from the Federation Account Allocation, FAA, in 2019, representing 6%.

It is followed by Kebbi, N7.3 billion compared to FAA of N100 billion(7%); Borno N8 billion compared to FAA of N121 billion(7%) and Taraba, N6.5 billion compared to N86 billion of FAA(8%).

Others include Bayelsa, the home state of former President Goodluck Jonathan, with IGR of N16 billion compared to N176 billion of FAA, representing 9%; and others.

1m private schools workers starve and Unable to afford basic needs, traumatized.

The plight of no less than one million workers comprising of teaching and non- teaching staff of private schools in the country is worsening following the continuous closure of schools as a result of the increasing coronavirus pandemic ravaging Nigeria and other countries of the world

According to Nigerian Pilot Weekend investigation, about 500,000 private school teachers and an estimated 500,000 non-teaching staff nationwide are currently in abject penury over nonpayment of salaries from their employers who are proprietors of various private schools in the country.

The paper gathered that while majority of the affected workers, teachers and non-teaching staff have tried to engage in other menial jobs to keep their families going, others have either been ejected from their homes for failing to pay rents, and a vast majority traumatized and in bad health conditions.

Speaking to the Nigerian Pilot Weekend, Secretary, Association of Private Schools Owners of Nigeria, APSON, Rev. Dr. Sunday Ikeaghe, noted that some Private School Teachers have taken to one form of menial job or the other to survive.

He explained that since March when the federal government announced the closure of schools, churches , mosques and other places, over 500,000 private school teachers in Nigeria have been struggling to get by because their salaries are tied to school fees paid by parents and since the closure of schools , no parent has been made to pay school fees.

Consequently, Ikeaghe said some of them as it is, are unable to meet their basic needs, pointing that the non-teaching staff colleagues, estimated to be 500,000, are in a worse situation.

“Many jobless teachers chose to go back to organizing lessons for School Children as hunger stare at them every day, some resort to hawking food with mobile make shift-trucks, some evicted from home s as a result of unpaid house rents,” he said.

Checks further revealed that some teachers even had to live with pay cuts of up to 40 per cent when the pandemic holidays started but was quickly withdrawn by proprietors when they discovered that the federal Government was not in a hurry to reopen the schools.

“We have received news of teachers who have been evicted from their rental houses due to their status as unpaid school teachers , schools that operate from rented premises also ejected,” Ikeaghe disclosed, expressing fears, nonetheless that many private schools may not reopen when schools are asked to.

“It is not easy for everybody. Coronavirus came without a notice. As an Association we have written several petitions to the government to cushion our teachers from the effects of the virus,” Ikeaghe said

He urged the federal government to include private school teachers in government’s palliative schemes

“We will appreciate the inclusion of the private school teachers in the government Covid-19 support scheme. We appeal to the government to look into the plight of these teachers, including supplying them with food,” he said.

Recall not too long ago, that a private school teacher went crying in a viral video, lamenting their plight and calling on good spirited Nigerians and the government to come to their aids

The new corona virus (COVID-19) which scientists believe originated from China has shaken the entire world and brought the global economy to its knees.

It has claimed several lives and Nigeria has not been spared though not on the scale recorded in USA and other European Countries.

The threat of the virus has affected all three sectors of Nigeria’s economy, namely, agriculture, industry and services. The hardest hit includes education, hotels and tourism, restaurants, import and export trade to mention but a few.

President Muhammad Buhari after much public pressure took some measures which include closure of schools, churches and mosques; ban social gatherings the borders of Nigeria to stop the importation of the virus into the country.

Again, former speaker Dogara dumps PDP, returns to APC

*That the APC leader is blinded by lust for power

IMMEDIATE past Speaker of the House of Representatives, Hon. Yakubu Dogara, has dumped the opposition Peoples Democratic Party, PDP, and has returned to the ruling All Progressive Congress, APC.

In line with this, he met with the President Muhammadu Buhari at the State House, Abuja on Friday.

Dogara was was led to the president’s office by the Chairman of APC Caretaker/National Planning Committee and Governor of Yobe State, Mai Mala Buni, who apprised Buhari of the latest development in the ruling party.

The former speaker did not speak when requested by State House correspondents.

But Buni, however, confirmed that the former speaker has become a member of the APC.

He explained that the purpose of the visit was to pay a courtesy call on the President in continuation of their efforts to rebuild the party.

“We are here to see Mr. President, and brief him on the developments,” he said.

Apeaking on Dogara’s return to APC, Buni said, “(Nigerians) shouldn’t be surprised because the former speaker is a member of the APC, and the reason he left the APC is no more there. Yeah, he’s back.”

On the President’s reaction, he said, “He welcomed him. He’s happy with the development. That’s what he’s looking for. We are rebuilding the party and these are the steps we are taking towards rebuilding the party.”

He urged former members of the party to come back.

“Well, we are meeting all our aggrieved members particularly who have interest in coming back to the party. They should feel free to do so. We are assuring them and there is no crime in double assurance.

“We will do justice to all our members and that’s what will bring peace and that is why will guarantee peaceful coexistence. That is what will bring the consolidation of the party, the rebuilding of the party. Without doing justice, you cannot achieve that and we are sure of doing justice to all our members,” he said.

On 2023 strategy, he added, “Well, of course, not only 2023 strategy, this party, we are rebuilding the party to outlive all of us. It’s not only about specific time or period, it’s not about election, it’s not about electioneering. It is about building a party.”

Reconciliation Committee - We Saved Ondo APC From Implosion –

Secretary, Ondo Reconciliation Committee, Hon. Shina Peller, has described as timely, the intervention of the Reconciliation Committee, which helped saved the State chapter of the All Progressives Congress, APC, from a looming crisis in the build up to the governorship primary election held on June 20, 2020.

Before the primary election, eleven out of the twelve governorship aspirants had threatened to boycott the exercise and even decamp to opposition partys should the national leadership of the APC go ahead to conduct indirect primary in the State.

The Caretaker/Extra Ordinary National Convention Planning Committee headed by governor Mai Mala Buni had set up the Reconciliation Committee chaired by the Governor of Niger State, Sanni Bello ahead of the governorship primaries in the state.

But speaking at the APC National Secretariat, Peller said that the committee’s timely intervention saved the crisis situation.

Speaking to journalists, he said: “Even from the result from the Primary Election, you can see that the Reconciliation Committee has done a very good job.”

In continuing, he said: “When a party is in government, it is normal for such party to have challenges which is the reason we have the challenges among our party’s members in Ondo State which led to the constitution of the Reconciliation Committee of which I am the Secretary.

“Since the commencement of the reconciliation process, we have had several meetings.

“First, we had stakeholders meeting with the National Assembly members who had been involved in 2019 election to give us an information of what is going on ground and after that we had another meeting to know the stakeholders from Ondo State that will be invited to Abuja in order to have a right information about the issues that caused the rift in Ondo State.

This gave us clear sense of direction which led us to travel to Ondo State where we were able to first of us meet with all the aspirants including the incumbent governor.”
